Notepad in any version of Windows is not free. Although it is so simple software and useful, you have to buy it with the OS/ Windnows. I used to do edit scripts through this software. But unfortunately, the usual Notepad [from Windows] are not support some functions, like line number, syntax highlight and so on. But this one is different. This is Notepad2, a free text editor with Notepad look. But, this software is not from Microsoft. Just check this review.
